Bangladesh Advance Planning and Implementation Technology(BAPITECH) is jointly guided by the vision and
leadership of Ms. Rayhana Akter, Proprietor and Chairperson, and Mr. Asraf uz Zaman, Managing Director.

organization.
Ms. Rayhana Akter provides overarching leadership, ensuring projects are executed with the highest
standards of quality, professionalism, and innovation. She coordinates multidisciplinary teams to
deliver advanced geospatial, digital, and data-driven solutions. Mr. Asraf uz Zaman complements this
leadership with his extensive technical expertise in GIS, remote sensing, survey methodologies, and
management systems, ensuring seamless implementation and client-focused outcomes.
Their combined management fosters a culture of accountability, methodological rigor, and technological
integration, positioning BAPITECH as a trusted partner for development planning, digital solutions, and
advanced technical consulting.
Rayhana Akter – Chairperson
Ms. Rayhana Akter is a visionary leader with extensive experience in technology-driven consulting,
geospatial solutions, and project management. She has guided BAPITECH’s growth as a premier provider of
drone surveying, RTK/GNSS-based mapping, GIS and spatial databases, remote sensing analytics,
socio-economic and environmental assessments, and digital information systems.
Under her leadership, the firm has delivered high-impact projects for government agencies, development
partners, NGOs, and research institutions, ensuring accurate spatial data, innovative digital solutions,
and actionable insights. Her expertise in strategic planning, technical supervision, team development,
and quality assurance has established BAPITECH as a trusted, innovative, and technologically advanced
consulting firm supporting national development and data-driven decision-making.
Asraf uz Zaman – Managing Director
Mr. Asraf uz Zaman serves as the Managing Director of BAPITECH (Bangladesh Advance Planning and
Implementation Technology), where he provides strategic leadership and oversees the overall management
and operational direction of the firm. Under his guidance, BAPITECH has developed a strong team of
highly qualified professionals and technical staff, ensuring efficient and high-quality delivery of
consulting services.
With over 30 years of extensive professional experience, Mr. Asraf has built deep expertise in
Geographic Information Systems (GIS), Remote Sensing, Satellite Image Interpretation, and Management
Information Systems (MIS). His technical proficiency also extends to socio-economic and inventory
surveys, water supply pipeline network modeling, engineering design, and topographical digital surveying
using advanced technologies such as RTK GPS and Total Station.
Throughout his career, he has collaborated with leading international organizations, including
SNC-Lavalin/Hydrosult, Grontmij/Carl Bro, NJS, BELIER, nhc, and Hifab International. His project
experience spans Bangladesh, India, and Afghanistan, where he has contributed to a wide range of
infrastructure, environmental, and socio-economic development initiatives.
Mr. Asraf is recognized for his ability to integrate engineering practices with advanced geospatial and
data-driven solutions. His leadership, technical insight, and commitment to innovation have been
instrumental in establishing BAPITECH as a reliable and forward-thinking consulting firm, capable of
delivering practical, cost-effective, and high-impact solutions to clients.
